Safety management requirements for commercial yachts

January 10, 2026 15 min read Compliance

Commercial yachts over 500 GT (or 24m in some flag states) must comply with the International Safety Management (ISM) Code and International Ship and Port Facility Security (ISPS) Code. Understanding these requirements is essential for yacht owners operating commercially.

ISM Code Requirements

The ISM Code requires a documented Safety Management System (SMS) covering:

Safety & Environmental Policy

Company commitment to safe operations

Responsibilities

Clear definition of shore and shipboard duties

Designated Person Ashore (DPA)

Link between vessel and company management

Training & Drills

Documented crew training and emergency procedures

Maintenance Procedures

Planned maintenance system for critical equipment

Internal Audits

Regular review and continuous improvement

DOC - Document of Compliance

Issued to the company, valid 5 years with annual audits.

SMC - Safety Management Certificate

Issued to the vessel, valid 5 years with intermediate audit.

ISPS Code Requirements

The ISPS Code focuses on maritime security:

  • Ship Security Officer (SSO) - trained and certified crew member
  • Ship Security Plan (SSP) - approved by flag state
  • Security Levels 1-3 - procedures for normal to high threat
  • Ship Security Alert System (SSAS) - covert distress signaling

When Does It Apply?

Flag State ISM/ISPS Threshold
Cayman Islands ≥500 GT or ≥24m
Marshall Islands ≥500 GT
Malta ≥500 GT
Red Ensign Group ≥500 GT or ≥24m (varies)
